Contest resize issue

Ok, for an amv contest I was given the following standards:
720x540, Mpeg

I am using TMPGEnc to turn a 720x540 Huffyuv file into a 720x540 Mpeg-1 file. Every time I compress the file the ratio become 640x480. If I try to change the ratio to 720x540 it cannot compress because it needs a multiple of 8. If I set it to 720x480 it still compresses to 640x480.

I have tired to tweak different commands in the program, but I don't seem to be getting anywhere. I know there is something I've over looked and if anyone has any suggestions or advice about it that would be helpful.
This is how I see things:
A bad AMV makes it look easy
A good AMV makes it look fun
A great AMV makes it look hard
However, the best AMVs make it look impossible

I'd contact the contest and have them confirm that aspect ratio... it doesn't seem right at all.

That's not a standard ratio... it's either 720x480 (NTSC) or 720x576(PAL)...

I e-mailed the contest head to see if it was just a missprint. Hopefully it was and I can just properly resize and send out my vids.

All's cool, I got an opaque reply stating that 720x480 was fine.
This is how I see things:
