Well, typically, people called 'animators' draw a series of pictures on paper with small differences that when combined in sequence create the illusion of motion. Many years ago these drawings were traced onto clear plastic sheets, colored, layered onto backgrounds, and then photographed onto film. Nowadays these drawings get scanned into a computer where they are then colored and combined with backgrounds and other elements (special effects and such). The actor's voices, music, sound effects and other elements are added. Then the final product is sent to we adoring fans. That's the gist of it.
