if you want to do it in vegas you need 4 video lines:
use a cookie cutter with a copy of the original clip on the top line, adjust the cookie cutter on the key frames to the positions you want them to be in at what points you want them there,
then on the middle two lines use a media generator and the masking took to create the bars (or you can just use ms paint or photoshop to make a white bar) and pan them all into place using the keyframes to make sure they end up where you want them to.
on the bottom line, have your original clip
edit: most people around here know what a boochsack is O.o
