I've always been meaning to check FMP out, but I'd heard it has way over the top fanservice.

compared to series known as fanservice it really doesnt have a whole lot, it has some of course but not any more than any other shounen/comedy/action series has.

great series btw, wonder if they're gonna come out with a 4th season, second raid seemed set up for one.

Whoever told you that hasn't watched much. The only "fanservice" episodes I can really think of are the Goddess Comes to Japan episodes in Fumoffu, and if you really want to stretch the definition: the Engaging Six and Seven episode from S1 (bathtub episode)

Considering how much fanservice annoys me, I doubt its enough to turn someone off to the franchise.

Yes, of course it sets up for a sequel, there is still:
06 Dancing Very Merry Christmas
07 Continuing On My Own
08 Burning One Man Force
09 Come Make My Day
10 Approaching Nick Of Time
plus any other novels Mr. Gatou writes in the future

Depending on the kind of fanservice you are expecting, any of the series may, or may not, have "over the top fanservice".

The first season has a bunch of detailed shots of mecha and their workings, not to mention military vehicles like helicopters and such. For mecha fans, this is fanservice.

But the other posters here have pretty much covered the amount of the more common type of fanservice (i.e. T&A). The animation company that produced the first series, Gonzo, is pretty well known for copious amounts of fanservice in their projects (Burst Angel, Kiddy Grade, and Gravion to name a few). FMP is pretty tame in comparison. There are a few panty shots, and a couple of "nude" scenes, but it shouldn't detract from the story.

Fumoffu and The Second Raid (TSR) were produced by Kyoto Animation, the studio that worked on Haruhi, Air, and Kanon, among other things. While Fumoffu, being a comedy series has the possibility to focus more on fanservice, IMO, it doesn't have very much more than the first series. KyoAni is kinda weird in that they rarely use panty shots (and when they do, it's very quick), and they may show the occasional jiggle, it's never excessive. On the other hand, when they show skin, they go nearly full-out (Fumoffu's hot springs episodes and the final episode). Of course, it's for comedic purposes and naughty bits are always covered up or obscured -- often in very amusing ways.

TSR is a more serious series and while there isn't much traditional fanservice (a shower scene, IIRC), it does have some sexuality. But it's never gratuitous (remember, kids, the series was shown on broadcast TV!).

For shows with "over the top fanservice" I suggest watching the aforementioned Gravion and Burst Angel, or Godannar, Agent Aika, or Najica Blitz Tactics for proper examples. Actually, there's a good chance that other things will bother you as much as the excessive fanservice in Gravion that you'd want to stop watching it. Like a meandering and derivative plot, inconsistent animation, annoying and poorly developed characters, etc. The same could be said about Aika (which I haven't watched) and Najica (which I have), although the animation is better, the excessive amount of panty shots is hard to take (even if taken as a gag).

Godannar, once you get past the fact that nearly all the female characters are well endowed and body parts move (heck, even the female-shaped robots jiggle!), has an engaging story, the animation is good, the characters are interesting (if a bit clichéd), and if you are a fan of old-school super robot shows where the characters call out their special attacks in dramatic fashion, has the other type of fanservice I mentioned earlier.

if you want a series that is pretty much all fanservice and made me officially sick of large boobage for several weeks watch Eiken. it appears in a lot of amvs (fanservice ones usually) and is probably one of the worst OVAs i've ever seen, however i beleive everyone should see it once just to see how fanservice can be taken way to far.

I'll second that motion. The anime of Eiken is an absolute train wreck of over the top fan service. What amuses me though is the fact that I really enjoy the manga of it. I would point out though that I have a certain weakness for harem series which Eiken eventually become in the manga instead of the train wreck that the anime is.
