I noticed that on the playback the frames are all choppy and such.
Is there a way to prevent that? Or rather know the cause of this problem?
I made sure all my processes that were unneeded to be shut off however
it still looks very choppy and is hard for me to find out which parts to cut off
in a 20 minute video. (It skips about 4-10 seconds) and when it gets to normal it just repeats the process of being choppy.
What I want to know is, does this happen to every Window XP, Vista users?
Or is it due to something being wrong in my computer? (Again, sorry for all these noob questions, not familiar with premiere whatsoever.)
Oh and I know that sony vegas does the same but it isn't as bad as premiere.

Skipping 4 to 10 seconds sounds kinda like you may be using divx or xvid files for your source clips, which tend to have a long period between keyframes. Premiere has never worked well with them. If you are, I'd suggest transcoding them to huffyuv or lagarith or some other editing codec.
(also, if it is divx, make sure to turn off the divx logo in your divx settings... )
