Wait, what?

NTSC is the North American standard for video. Film is a subjective term for just that, film. Are you sure they aren't both simply NTSC and you aren't looking at the wrong thing?

FILM, as in 23.976 frames per second and not interlaced.

Not knowing what the series is, I'm guessing your best bets are either:

1) IVTC the NTSC source, which should give you 23.976 non-interlaced footage

or 2) Index the FILM source with the "Honor Pulldown Flags" option selected under Video -> Field Operation and edit as NTSC.
