After 4 months and 3 pages, I'm surprised no one mentions Paranoia Agent. In the first episode's first minutes there's quite a bit of cell phone usage, and on another episode one of the characters gets hit in the head while she's on the phone. There are couple other scenes with cell phones, though nothing major comes to mind at the moment.
