A flame or fire rising effect
I'm curious about doing a fire effect where the flame rises up and covers the entire image. It can adjusted at a slow speed or fast speed. What programs will allow me to do that?

Windows Movie Maker and I got Roxio Digital Media Deluxe Suite 10, but I'm still getting used to some of the controls and such. Last time I checked, I didn't see any flaming rising effect.

You need "after effects" and "eye candy for after effects"

A cheap / free option is Quicktime. v6.5 had a flame filter in it, it wasn't very flexible but it was there.
I should point out that the filter was removed in v7 - so depending upon your setup you may or may not be able to go back to 6.5.

That's what I would do. You can download the trial version for free and export a bunch of effects that you can keep. Then put the fire effect into your video, In vegas you can use chroma or different compositing modes along with pan/crop (I'm not sure how your software works tho...) if you want to do it like almoozaayaaf suggested than you can use this tut: (i've read the tut doesnt works out good though, try playing with fractal noise anyway should be possible somehow)
