ShamWOW was going to be one of the scout's unlockables. But Valve decided it would be too powerful.

Where the Hell is Matt?: TF2 Style

I was thinking they would make a custom "Matt" animation somehow, but very cool all the same.

tl;dr

Scout update should be around shortly, while they're also working on a totally new game type, new Payload map, community maps and still looking at several designs for a 10th character.
