Windows Movie Maker Question w/ Dazzle

I had a quick question. I currently have 2 capture cards. One of which ( the better one) is broken and i am left with my old Dazzle 80 or 90 (w/e it is)

I was wondering if using the dazzle in a different program such as Adobe Premiere and saving the videos would make then come out with better quality (than it would if i was to use the dazzle with say windows movie maker)

or does most of the quality rely on the capture card itself?

i have no clue about capture cards, what are they for anyways? But yeah i would go for premiere if i were you cause wmm does, as far as i've experienced even on the most clean dvd material some kind of blur on the output ALSO wmm is LIMITED to a output size of 640x480 (4:3) 640x340 (16:9) and 640x352 (16:9 amorph) so if your card can capture in a higher size you should definitley, if you have the money and/or "cookie breaking sound"-ing abillity, go with premiere.
