I got doubt since 18th ep, but now I really think that:

This little girl alone with the robot is Ushio alter-ego, in another world.
And I'll just hope Ushio will be saved as Nagisa was ...

And to further support my theory,

In the Clannad game you have to collect 13 orbs of light (by completing the story arcs in the main story and After Story) to get the True ending, they appear as little white lights in the lower left corner of the title menu. And the same image used for the menu is used for the episode titles during the episodes (towards the beginning of each episode after the opening). At the start there were only 7 (which is the amount required to begin the After Story) but as the show continued the number increased. At episode 20 it reached 13 ,as well as on episode 21, though depending on which group subbed it the 13th may be covered by part of the english translation of the title, try checking the raw version. Basically this means Tomoya has gotten all 13 orbs of light and will now go through the True End.

Wait? Why wait? It doesn't ruin the series just leaves you in a state of depression while waiting for episode 22. I watched it though since I've beaten the game I was able to figure out how the anime will end.
