Converting And Creating Clips.

Hello AMV forums, I am not sure if this is the right place for this topic but. I was wondering if there was a free program to convert captured video. Also I wanted to ask what is a easy and effective way to create clips from the captured DVD footage. ( Just let me know if what I am asking is unclear or confusing to you.)
