And maybe episode 12 of Inuayasha. (Though that involves the angry ghost of a little girl, rather than a living one. But she still looks like a creepy little girl.)

You might be able to use the housekeeper in Maria holic. Mostly like, episode 8 and 9 I think.

Yeah, I was gonna say Elfin Lied. Episode 9 mostly when Lucy was a kid. There are a bunch of times where she just gets pissed and kills a bunch of people. Also the end of ep 8 she's at school getting bullied and she finally just snaps, eyes bulging out and she screams at them and cuts them all to pieces. Lots of blood, sounds a lot like what you were describing.

There's also Mariko (found near the end of the series), who seems to get a sort of child-like joy from killing.
