Looks like Touhou Project. It's a series of arcade-style shooting games that, for reasons I can't fathom, have resulted in the creation an entire subculture based around their characters/plot.

It's true, it's from the touhou project. And actually, an anime has been recently made out of it. Check out for "Touhou Anime Project - Musou Kakyou".
