The cpu speed isn't everything. The celeron you have is from the core2 era, and the core2 architecture is better than the netburst architecture (which is what the P4 is)
If the architecture alone makes up for the speed difference, I don't know...but based on this I can pretty safely say you would be dissapointed with that P4 (your current computer has a celeron 920)

should be able to, my old Athlon64 X2 3800 (among the first commercially available dual core cpus, socket 939) could handle 720p without breaking a sweat so I'd say the parts you have in that list should do fine (never got any 1080p stuff before I upgraded).
