Not quite. The judges will be instructed to judge on the basis that

"When you watch this video, give it a high score if you are able to: "see a video that highlights a show's beauty and action/romance/drama/ect. It's a video that's gonna make you go "Oh hey! That's [anime here] and it shows its best aspects!"

I just assumed that people knew what a "tribute" was. I'll make sure and post the BASIC judging crietria in the future.
