Sony Vegas 8.0 is the program i use (very familiar and experience), im not familiar with AE or any adobe programs. if certain programs is needed to make this mask thing i ask about, please say so, im willing to learn if thats the fastest and easiest way

the video in that link is my beta aka incomplete amv, somewhere between 0:06-0:08, i did a mask, but the mask method i use is like there is this pencil thing u click and certain portion of the video is seen within the pencil area, but this mask method has limitations, i can do masking when the video is "STILL", i wanted to know how can u mask a moving scene? please use pictures or step-by-step instructions, im more of a visual learner

0:20 - 0:23 (naruto moving hair thing while moving 90 degrees)
0:24 - 0:25 (angry red eye'd naruto making a diagonal chop move thing)
