Wrong guess, Death Note was somewhat closer. Anyways, here you go:

Hint: Takes place in Tokyo.

Image and hint combined should make it an easy guess on their own, at least if your google fu isn't very weak.
And even then, combining the half hint from earlier on when I said it was from a similar timeframe as death note should help.
