I'm pretty sure ban petitions are useless, as it's up to the site administration with how to deal with the users. Plus, I've seen about 3 of these in the past several years go down in flames pretty quickly.

I've seen him around a bit but ultimately he doesn't seem to be anything other than mildly annoying.

The purpose of a petition is not to make the decision, but to sway the decision of one is power, therefore not useless. If there is enough COMMUNITY want for a member of said community to be expedited then wouldn't it be more likely for it to occur?
