I don't think this is the type of "Starting over" you were looking for, however I figured I'd list it anyway.
It's about the psychology(? I guess..) behind a liar, and that no matter how hard we try, we end up repeating the process of being a pathological liar. Video description pretty accurately describes it. If that's in totally the opposite direction of what you're going for, the description would let you know.
Graffiti is a very short AMV (~30s) that's basically about getting up in the morning and starting a new day. It's not available on the .org for some reason (I should really go thorugh my profile and update shit) but it's on a random photobucket stream here. I think it's technically a part of the Short AMVs for Short People MEP but I honestly don't remember if it was actually included or not.
There's also Knives' View, which is mostly about regret, but at the very ending of the video(last 45 seconds or so) is has a "new beginning" theme, where Vash(main character) basically decides to not let previous things bother him and start over (much like the implied ending of the anime).
You could try Spin.
This may be too sentimental or mellow for what you're looking for, and the video is fairly self-contained (begins and ends like a story) so it doesn't leave you feeling ready to start a new day. But, that feeling is part of the climax of the video, where the main character, despite hardships, keeps trying and trying to fulfill his goal.
You could also try Infinity by SSJVegita0609.
It seems the video's intent was starting a new fight, however while watching the video I'm not really sure if it comes across in the way you're looking for.
I think what you're looking for (if you haven't found it already) is hard to find because, for one, not many people have a cohesive 'story' in their videos that relates to an overall emotion or feeling they'd like to promote. And those who do have emotionally provoking AMVs tend to go for depressing emotions- sadness, regret, remorse, etc. These are easier show in videos and much easier (I think) for people to connect with.
"Happy" videos tend to not go along with a story, really. A "happy ending" is overdone and it's rare when you get a person that wants to view it. Most happy videos that I've seen are comedy or dance videos with no real plot, they're just there to be stand-alone and give you a laugh or something.
Good luck with your search, though. I doubt I helped... I wish I could help more. There are some really great story-telling videos and video editors out there, it's just that they're hard to find because it's not really as popular as videos made for sheer entertainment.
