Looks like just some random artwork rather than an actual character from some series... but you should wait someone else to confirm, I guess.

I believe I seen it in a video game thread on an imageboard, but I forgot which imageboard and what the thread was about. I remember saving this pic before, but I can't seem to find it either.

I found it on quite a few image sites, credited as an Amei Sumeru original. (took only a few minutes actually, with "black hair" and "wink" tags...) Who the artist is, I'm not sure, but most of the results that google gave me are just more image sites, or collections of NSFW art.
