85 fps, 24 fps and 18 fps all need to be in the same video.
I assume that most players won't be able to handle 85 fps; which
works to my advantage -- considering we have Specailists at this
org.
1) the Stick People part of the animation will be at 85 fps.
.. what I'm wondering is, "the best way to keep it looking like
a Fluid-Motion-rendering when converted to 23.96 fps."
This is proving to be a real head-ache to me, any idea's?
2) 18 fps is not a standard used anymore. What would be the
best way to convert this rate to 23.06 fps w/o making it look
like a strobe-light-affect? -- I've only tryed it one way; it was ugly!
.. The project is for Demonstration Purposes but, all I'm finding
out about this project is how easily it seems to be kicking-my-ass!
Any help would be appreciated!

.. .. it was a concept idea. basically .. a child-hood magic trick: to make a pencil look like its bending
by wiggling it fast up-&-down. The effect works on "slow rescan rate" screens like my lap-top however,
it does not totally work on my Plasma Screen! I was hoping there was a way to make it look "real" with
some filtering and have it be presented as a blend-able object as part of an AMV

to make it look good on your plasma screen, then you need the framerate to be a multiple of your refresh rate, not some random large number.

true. And I would have left it with "that" being the solution if it were not for the Effect

film, "the moving object has a "Blur" helping to define activity" .. and THAT is where my
troubles start AND what my I'm trying to create/figure-out -- its That kind of Effect I'm
having problems with!
I've tryed Motion-Blur .. looks furry!
Almost had it with Dual Spatial for chroma cross-talk .. but that looked too 3D-ish.
.. in M.O.E.s "Cosplay Complex" the third episode, the arm movements for fast motion
were almost perfect: it was shown with the basic arm itself being stretched and added
line .. giving the affect of quick motion; but I don't even know "what kind of technic to call it --
which makes trying to learn it That Much Harder!"

In real life, motion blur occurs because a camera samples light for a period of time, for instance 1/24 second. Any object that is moving during that length of time will have motion blur. If it was moving slowly, the blur may not even be noticeable. If it was moving quickly, the object itself may barely be perceptible.
Animation software such as after effects, or any 3d animation package, is able to simulate this type of motion blur, when the animation is done within the software.
There is also a "motion trail effect" that one can use, which is completely different from a motion blur. With a motion trail effect, it works something like this:
- current frame is displayed at 100% opacity
- previous frame is displayed at 66% opacity
- previous frame before that is displayed at 33% opacity
and so on.

Use a fraction or multiple of your plasma refresh rate. You might also want to get a decent screen like an LCD instead of a crappy plasma. Furthermore, you need effects more than just showing them fast. What Zarx suggested above is one such option. I also know some professionals who like to use a LOWER rate than necessary, then use motion interpolation and motion blurring to interpolate it up to 23.976fps. IIRC the Eden of the East ED did this a bit. The idea is that you want clarity while showing motion. By just having lots of fast static images you lose that perceived motion. That's where motion interpolation of motion blur trails come into it.
