How to make in sony vegas that my text would stay on wall while the camera moves is there an easy way? without moving it manually every frame?

I'm not understanding. By having the text standing there you don't have to do nothing about it. About the layer above him, you have event/pan crop ou de movement tool for all layer. You don't have to do it frame by frame, just by keyframing the positions.

Yep, just keyframe the start and end - that should be enough if the camera moves smooth, otherwise (shaking or stuff) you really have to go frame by frame.

If the scene is static except for camera motion, capture an image of the scene (or several and stitch them together). Add the text and pan the image.
