Move To Location: Specail Effects.
Editor = Virtual Dub.
filters= Motion Blur.
.. Technique .. normal picture, slight blur, small blur left, bigger blur left,
pull into "opposite colors" one frame, push reversed order & right,
blur right, soft blur on new image, stop on new image.
.. its a home made transition used when an Editor Without Transitions was being used.

I didn't do all frames but at least you can see what I did. I took off the pixel based motion blur and some of the other stuff [masks/color correction] so you could see the separate shots that I transitioned with better. I accidentally turned off the layer in the third shot but you can still see what I did.
But yes I used After Effects, though this effect can easily be mimicked in Vegas with the use of the pan/crop tool and a well keyed directional blur. If you're doing it with moving shot's I'd recommend making sure that the motions of those shots as well as the transition itself are all in a consistent direction.
