No to all. It certainly does look like animation based on Ranma 1/2.

Clues:
OAV
Sci-fi
Not hentai... BUT one of the companies involved with the animation side of it did do a ton of hentai productions.
Another company involved is pretty popular. They worked on a lot of shows since the 80s and are still working on stuff to this day!
