I'm wondering if anyone knows how to do the effect from 0:13 to 0:15

She only used Vegas, so can anyone show me how to do this on vegas? If you can, really really thank you.

That's easy, you just need to play around with the motion tracking ( when it comes to when the word "BEL" rotate to 90° counter clockwise ).
As for the bumping effect, you can do pan/crop, just panning up then down then again panning up a little bit.
