The character is Blessed Bell the angel that is asigned to Belldandy, the goddess that, in that picture is sitting between Blessed Bells breasts. These characters are in all of the Ah! My Goddess Oh My Goddess! (and any other derevitive therof) series/movies. That particular picture was taken from the AMG movie, which was quit enjoyable, and the footage used for my third video "See" which can be found here. Thanks for asking.
