Anime with best scenery
As the title suggests, lets make a list with anime series having many beautiful scenes such as 5cm per second and kara no kyoukai movies
Preferrably anime with source which can be gotten at a higher resolution and not have only just 1 or 2 good sceneries but rather a collection. Genuis party could be a good example

That is hard to say, because the idea is important also the genre of the video. You can get many out of so many Animes, most time of the new ones, if you want a good quality of the pictures.
So a list would be very hard.

My first choice would be Mushi-shi, every part of that series looks beautiful. But since you're looking for something 720p, I'll say Hoshi wo Ou Kodomo instead.

Pretty much anything by Shinkai and Studio Ghibli (for the latter I particularly suggest Iblard Jikan, which is essentially a collection of animated sceneries) (most of both can be found on BD, for Ghibli some things are even actual 1080p).
As already stated, Mushi-Shi also has many sceneries, but it is unfortunately an SD only sources (the BDs are an upscale from 480p).
Some other interesting scenaries can be found in Sarai-ya Goyou (the TV air was effectively 720p, but it was only released on DVD).
For "space" scenaries, I'd recommend PlanetES (BDs have been released, it's not a SD upscale, but it doesn't even reach actual hd ready detail ─ it's probably superpal, so like 1024x576 of actual detail).
Gin`iro no Kami no Agito (Origin - Spirits of the Past) also had quite a few good sceneries. IIRC it was just 720p, but perhaps it had higher detail.

Ef - A Tale of Memories/Melodies
Lots of cool backgrounds and color blending. Also has SOLID COLORS for easy masking (if you're interested). Frequent Fisheye lens emulation.
Clannad, Clannad: After Story
Mostly rural, but in time you see some nice valley shots. Very Shiny. Vivid coloring.
Karas and Ghost in the Shell and Durarara!!

Any newer anime generally has pretty nice scenery though.
