How to do letterbox

The source is 4x3, and I want to change it to 16x9. How can I do this?

If it's 4:3 and you want to bring it to 16:9 without cropping, then it is pillarbox you'll need to do.
The actual amount depends on your resolution, but basically it'd be something like:

addborders(60,0,60,0)

will add 60 black pixels to the left and 60 to the right.

Alternately, you can crop it in your NLE. This gives you the benefit of deciding how to crop each section, but it takes a bit more work.
