Attempting to replicate the FX from another video

Hello all, I apologize if this is listed already, I'm completely new to making AMV's, and I don't know what the FX used are called.

The FX used are designed to (I assume) maximize the effect of the beats on the watcher.
What would these be called? And how would I replicate them in Sony Vegas Pro?
(If I know the terms, I can search myself.)

That would be Radial blur on Vegas. You just have to control the amount by getting the value to where you think it looks good and after some frames get it down to zero. After that experiment to get what you want.
