just looks like a texture set to a blending mode. it doesn't appear to be moving to me, but if you wanted a texture to have movement you could add a subtle turbulent displace effect (in adobe after effects or premiere).
and if you're referring to the white bars, those are probably just rectangles masked from white solids. or there's a "cookie cutter" effect in sony vegas.
