it just look like mostly animated overlay. Simplest way would be using some keying maybe alongside waveform effect in after effects for example , some masking with wihite colored solid.. Or simpler using some plugin probably. Look up some tutorials on waveforms i n ae and masking or keying which may have been used instead to ease it. there's plenty i think. Wouldn't say its a good effect tho: really distracting .

Looks like two white solids serving as borders animated with wave warp. Don't really see how this would add to any video, found it quite overdone and distracting but good luck replicating it!
