I have question. If a participant doesn't make it to the finalists with his AMV, is he allowed to use his AMV in other contests?

There are only a very small handful of contests that prevent you from entering if you've won at other places. And to the best of my knowledge, there aren't any contests that prevent you from entering based on how many times you've made finals. So not making finals at all wouldn't prevent you either.
