As per Rule #4 of the Official Contest Rules:

4. The majority of your entry’s video content must consist of anime-styled or manga-styled content. Consideration will be given to
other sources that also fit the spirit of this event.

Majority = 51% or higher. The remaining 49% can be cat memes or stock footage or whatever. The jury's out on if that'd make for a great vid, but what the hey.
