Of the cool and romantic moments (I'll keep the funny and cute moments to myself):
Cowboy Bebop: The second half of Ballad of Fallen Angels (where Spike confronts Vicious at the church)
Love Hina: Shinobu's first kiss
Neon Genesis Evangelion: The 7th Angel battle that lasts 62 seconds
Utena Movie: The dance scene with Utena and Anthy and the car race sequence

Hmmmm....
Tough call. These are some of my favorites, not necessarily in order:
Gundam Wing: 1) Treize telling Duke Dermail off. The way he explained his position on the mobile dolls just made me literally want to stand up and clap.
2) Lady Une tossing Septumus out the back of the plane, then shooting him as he falls to his death. I dunno. The look on her face just gave me the chills.
Evangelion: In EoE when Rei/Lillith sprouts wings while hovering over the Earth. That scene was just so incredibly beautiful.
Adolescence of Utena: Utena and Anthy dancing on the water. THE most beautifully directed moment I've seen in any shoujo anime so far.
Char's Counterattack: That last fight between Char and Amuro. I was rooting for the masked genius all the way.
Vampire Hunter D Bloodlust: 1) At the end when the woman (not Charlotte, I think her name was Camilla or Myssa, I forgot) rises out of the coffin drenched in Charlotte's blood. All hail Madhouse.
2) Grove's moment of glory. That guy kicked some major Barbarois butt, and the scene with him being his unstoppable death machine self was just amazingly directed and animated.
Perfect Blue: The fight between Mima and Rumi. The psychological depth in that particular scene was absolutely intense.
Final Fantasy Spirits Within: The death of General Hein. Contrary to popular opinion, I actually liked the movie, probably because I wasn't expecting much in the way of plot. But anyway, the aforementioned scene was brilliantly animated. And one of these days I WILL salvage Hein's trenchcoat.
Scryed: The Mother of All Guns. I'm a self-confessed gun freak (kinda weird for a girl, I know), and I just was NOT expecting to see a gun the size of a Medieval battering ram.
Hmm, I'll come back when I can think of more.

damn you beat again. I was watching that alone at 6am, I was distought. I am not a weepy person but I was crying my eyes out, worst ending ever. I couldn't believe Griffith although he looked really cool that was so upseting. It was great when Corkus died though, I hated him and it was sad when Judeau got killed. Did he fancy Caska?BERSERK SPOILER!

I loved the part at the end of Record of Lodoss War OVA when Deedlit was waiting for Parn at the doorway out of the castle. I loved the lighting of the scene, the look on her face, even the tone of Yumi Tôma's voice as she spoke was perfect.
The ending of Cowboy Bebop left me watching the credits with my mouth literally hanging open, unable to move or even speak as I watched the credits and absorbed what I had just seen. Then the credits hit the end, and I saw the words "You're gonna carry that weight...", and I about cried. In fact, I think I may have...
The part in ep 2 where NieA and the pyromaniac janitor, whose name I forget currently, charge screaming at the giant venus flytrap always makes me laugh. "My bento..."
The battle between Dark Schneider and Arshes Nei is packed with drama and always brings a tear to my eye.
The end of Video Girl Ai, when Youta is running up the glass stairs to save Ai, really moved me.
The ending of Oh My Goddess is also very moving.
I love some of the fight scenes and the general beauty of the animation in the Escaflowne movie.
The final episode of FLCL, when Haruko leaves, I couldn't think anything but "YOU MANIPULATIVE BITCH!!!" I loved her until it became apparent that she was just using Naota the whole time.
Saber Marionette J's ending was very sad and it surprised the hell out of me when they came back. Although it feels a bit like a cop-out, it's still a very nice twist at the last moment.

J to X... Not as good... but then again, I've only seen 4 volumes of it.. here's hoping it gets better.
