I would rely on one of three methods:
1. Dance around your room naked chanting voodoo curses.
2. Throw darts at a list of anime/music to pick which to use.
3. Listen to music and visualize every anime you can think of and what you can do with it (or vice versa watch anime and imagine music) now check if it's been done before. Yes? Back to the drawing board. No? There's a potential winner. Now just rememeber everything you planned on doing ... exagerate (sp?) it to make the video extra memorable.
Needless to say the first two methods might not work for everyone.

Actually saying you want to take this song and this anime and make something that kicks ass isn't a terrible place to start - you just can't use it as the basis for your video.
Soul of an Angel started out as "I love this song. I love it so much I want to bear its children. What can I do with it that would blow everything I've done before out of the water?" And so I worked from there to come up with the concept. But in the very beginning it did start out as wanting to make something cool.
You just can't rely on that to make a good video. Like EK said in Failed Experiments, "Oh yea, I guess I need a concept first..."
