Her pic was a jpg of just the first frame with the text of "Bring it on!"
My pic was the gif with the text saying "Clara brought it." on the first frame. And "Clara lost" on the second. It was just too tempting being I had the animated gif and she used the angel twice.

Technically speaking, this is a cartoon.

An image in which the features of the subject/s are simplified. So this is a cartoon too.

Regardless of quality, this image used cartooning as it's style.

So what is anime? Thousands of cartoons seen in sequence, the resulting effect called ANIMATION. Though more strictly speaking, said animation that comes from JAPAN.

Anime = Japonese for Animation

Animation yes. Cartoons, unlikely.

Cartoons is just a drawing style it's been around since cave-paintings.
Animation is something else.
