Miaka from Fushigi Yuugi. I have never seen (or rather heard) a more annoying character in all of anime. Oh and not to mention all the stupid shit she does in the show that cause her friends pain and in some case, death. Oh and wait...it gets better...she doesn't mature at the end of the show AND gets everything she wants at the end (i.e. Tamahome).
Oh and hearing her say "Tamahome" to Tamahome saying "Miaka" over 20 times an episode didn't help. I kid you not, I counted in episodes and I lost count at like 21 or something for their little exchanges.

hmmm
id say relena from gundam wing. she is a nut. anoyying and belives in tat total pacification or whatever. i liked the series but i can't stand listening to her and her babbiling. i think she has about two lines in the whole series and she says them over and over. also i hate the ditzy chicks in anime along with almost every gut in the comidies cause they are dorks around wemon. well i think that wraps it up! hehe.

I second the vote for Miaka she was dreadful as a character and is the main reason I cannot endure Fushigi Yugi. Same reasons as mentioned above.... I mean there are characters who started childish and annoying who eventually develop but since this did not happen at all then it becomes all that much more agains her.

Hmmm...tough call...but if I had to pick an all-time least favorite:
Anavel Gato, Gundam 0083: Stardust Memory
Reason: This man is pretty much the anti-thesis of everything that, up until this point, Gundam had been about. Up until 0083, the primary point of the shows had been to show the negative effects of war and that, no matter what side they're on, the people fighting are still human. In my opinion, Gato managed to take all of these concepts and pitch them out the window. Rather than being a believable, human character, Gato more often than not conveys a cold unfeeling 'Death to the Earthenoids!' attitude. Plus, any person who, without the slightest hesitation, would respond to an order to drop a nuke that would kill God knows how many people doesn't rate too highly to me.

Hmm.......most annoying that I've actually had experience with...
Boils down to a toss-up between Usagi Tsukino (if you don't know who this is, you are THE most fortunate, if sheltered, anime fan on the planet) and Chang Wufei (Gundam Wing....duh).
Usagi's annoyance factor is the same as Miaka's (although I haven't seen enough of FY to confirm this). She's a whiny little twerp of a crybaby, complete airhead, saves the world by dumb luck, NEVER develops beyond second season, and in the end gets exactly what she wants while all the halfway decent characters get killed off.
Wufei....dear God. You thought Shinji whined constantly. At least he's got a reason to whine. Wufei develops an unbridled hostility towards Treize for that little switcheroo stunt in episode 7, and never gives it up 'till the OVA. Despite Treize saving his ass TWICE, and completely ignoring the fact that it wasn't Wufei who fell for the trap hook line and sinker and ended up looking a complete idiot, but Heero. Whom he didn't even like. Hence, Wufei has no good reason to be pissed off at Treize and bitch and moan like a kid with a skinned knee about how he was deceived and baited (which he wasn't; Heero did the dirty work AND took the blame for it), but he does anyway. Why? It's anyone's guess.
