Clarify please. I'm not sure what you mean or who the Oscar you refer to may be.
Regardless, I'll be likely to reply if I know the implications beforehand...

reasons:
1. It's extremely old; older, in all likelihood, than most of the people on this site. It's certainly older than I am, and I can clearly remember when Ronald Reagan ran the USA*. Many people here weren't even born then. It's just not on their mental radar screens at all.
2. It hasn't been licensed for US/North American distro. I'm guessing you're not from this continent, but nearly everyone else on the .org is**, and many of them are only exposed to anime through video store shelves and TV.
3. It's a shoujo title, and on a site with eleven bajillion*** Dragonball videos, it's less likely that videos with any shoujo anime title are going to come popping out of the woodwork.
4. No source is available. CDJapan puts out a pretty meager results list; if you don't feel like paying $320**** plus shipping for a VHS boxed set, you'll need to own a LD player. Many .org members don't know what that stands for. A substantial minority of those who do know what a laserdisc is have never seen a working player for such, especially at a consumer electronics store these days. For all intents and purposes this title is out of print.
5. The animation production leaves much to be desired. Much like Ace wo nerae/Aim for the Ace and Glass no Kamen/Glass Mask, two other under-AMVed old shoujo titles, Rose of Versailles is not that well animated. It looks its (advanced) age, and a lot of AMVers would rather work though their ideas with something more recent or more highly produced, where the quality of the original artwork isn't going to distract from what they're trying to do in the video.
Of course, if you want more Rose of Versailes videos, the answer is the same as I gave myself on seeing the pitiful underuse of metal music around here: MIYODS. Make It Your Own Darn Self. If you don't make videos with your favorite obscure/underused sources, nobody will. Good luck finding quality video source, and remember to read the guides before asking obvious tech questions on the forums.

Yeah, it's basically about the difficulty in getting the show but partly not too many (non oldschool) people knowing about it over here (although hopefully the digisubs will improve upon that a little).
I love Rose of Versailles, personally, but I haven't been tempted enough to get any of the european releases.
I'd like to see more RoV videos - it's easily as good for amvs as Utena and other similarly-inspired shows... it's a shame that unlike the rest of the world we haven't seen Oscar's sword fighting prowess over here.
