oops a double post, ack. you'll want to use something along the lines of:
Virtualdub or TMPEGenc

Hopefully you won't have too much trouble using those

Click on the link to the guides that Declan_Vee so helpfully provided... go to AbsoluteDestiny & Ermacs link and read up.

Lots of free utilities and programs are out there.

If you understand that .WMV is not as good as AVI or MPEG as far as compatibility goes, but you want to use Windows Media Encoder anyway:

Select "Custom session" from the wizard that pops up when you start the program.

Under the Source tab, click the "Source from: File" radio button, put the file name of your source in the indicated box, and make sure the Video and Audio boxes are checked (and not the Script box).

Under the Output tab, uncheck all boxes, then check the "Encode to file" box. Put the file name you want for the finished product in the indicated box.

Under the Compression tab, set Destination to "File download (computer playback)", then click the Edit... button. In the box that comes up:
- Make sure that both Audio and Video are checked, that their modes are both "Bit rate VBR", and that their codecs are "Windows Media Audio 9" (or Professional if you have it) and "Windows Media Video 9". This is important, because the older WMV codecs generally look like crap.
- Under the "____ Kbps" (the value will vary) tab, select the audio format you want (should be 44 kHz and 2 channel; I highly recommend you choose 192 kbps or higher), select the video size you want, and select the average video bit rate you want. This, of course, will depend on how big you want your file to be. "Frame rate" should be the same as your source (either 23.976 or 29.97 in the vast majority of cases).

Under the Video Size tab, make sure "No cropping" is selected, and set Resize Method to either "Auto" (if you changed the video size to something different from that of your source back in the Compression section) or "No resize" (if the video size is the same as that of the source).

Under the Attributes tab, you can add title, author, description, and whatnot, if you want to. Just be aware that not many people will care, even if they know how to access this information from the file.

Under the Processing tab, Pixel Format should probably be left as "(default)". "Video" should probably be set to "None"; if your source is 29.97 interlaced and you want your finished product to be 23.976 progressive, you might consider the "Inverse telecine" option. Though, personally, I'd rather have AVISynth take care of that. But oh wait, Windows Media Encoder doesn't TAKE AVS scripts!

Don't touch the Plug-ins tab unless you've downloaded WME plugins and you know how to use them.

Don't touch the Security or Advanced tabs.

Hit the "Start Encoding" button (has a green "Play" symbol on it) and let it go.

Any questions, feel free to ask.
