If you put up the off topic. Make sure it's not spam. Make it clear to stupid !!!!!!! that spam is not allowed. It could be a place where there can be discussions, share findings on the enternet, and post suggestions on problems people can't handle and others may help. NO. BAN PEOPLE WHO ARE BEING SPAMMING !!!!!!!!!!!.

There WAS an Off Topic section back in the beginning of December, but it got deleted because of spam and other stuff. This thread is just a joke.

I've noted recently a popular off-topic trend in the Conventions forum is to create cosplay threads. Since it is hard to believe these threads are harmful or constitute spammage (that particular forum is one of the less active ones, at least compared to General Anime, General AMV, AMV Announcements and the newest forum), why not decree that in that particular forum, cosplay threads will no longer be considered off-topic?
I can suggest that with disinterest because I don't really care one way or another for cosplaying.

The rules are not the problem. The problem is that the Org Gestapo disapeared off the face of the planet, and decided to let everyone run free spamming the boards. a few days and *poof* phade is 'justified' in deleting the boards.

"LET" being the operative word.

This was entirely and completely preventable. But since the "AMV Elite" can't even controle themselves, and noone sets any limits, then what the hell do you expect?
