Honestly I would have to say I found Poom Poom from Boogiepop Phantom pretty annoying. Just the way he acted in general...plus the name, made me dislike him.

Most annoying anime character? Hmmm...I'd agree that Poom Poom from Boogiepop Phantom was VERY annoying. I also think Chibi Moon from Sailor Moon is pretty annying, too.
