I just went over and viewed the most underrated section of the site, I was planning to maybe download something and leave someone an opinion. When I start checking out the video listings though, I'm quite shocked. The Top ranked video has 15 opinions! Most of the videos in the list have like 5 or 7 opinions on them. Do these videos really need opinions?
How about revamping the most underrated section to work like this:
Rank ONLY videos that have 0 opinions, and still rank them according to number of downloads. That way the vids that really need some opinions might get their share.

I agree, that is a good idea. But, maybe not 0 opinions only. Sometimes you get someone who doesn't know what they're talking about or who has biases toward the song or anime. I've seen several anime with high scores just because the person reviewing liked the song, and the AMV was only decent. So, maybe only post videos with 5 or under ops. Just so that you would have some versitility in your reviews be before your vid dropped of the list of eligibility.
