I don't think that is sephiroth. i think it's a clone that never made it to the reunion or that was a back-up sephiroth.

Technically, I prefer to believe that Cloud himself never really existed, but was, in fact, an imperfect clone of Sephiroth. As for the character designs for the upcoming movie...yeah, you're spot-on, but I'm going to see it anyways. ^_~

Oh yeah, if it wasn't already painfully, blindingly apparent already, Cloud is my favorite.
