There is a black guy in Evangelion. In the episode where Asuka comes. He's on the screen for approximately ten seconds.

Maybe I should make an AMV about the lack of black people in anime, hey, that's what I could call it! Lack Of Black!

I honestly thought that Jet from Bebop was actually supposed to be black/mixed (I remember someone calling him something like "The Black Dog"). Then there's that one episode of Bebop that's just a knock-off on old blackxploitation films from the 70's (it was the mushroom episode, but I can't remember its name).

One of the secret service guys from Blood: The Last Vampire (not David, but his partner) is also black.

just watched Nadesico... black dude at the start of episode 3 "Chief Commander" ;P .... sort of got a Military / Count Dracula thing going on there....
