I'd have to say Lucia From Lunar 2: eternal blue, its a videogame, but its got Anime in it, and if thats not good enough, then Eclair From Kiddy Grade.

That's Tina Foster from Ai Yori Aoshi Enishi (second season of Ai Yori Aoshi).
She's one of the side chracters, but still lots of fun to watch.

First season actually, episode 18 to be even more precise. But yeah, she's also in the second season. Personally I kinda thought Enishi was pretty sucktacular. Ai Yori Aoshi was pretty good, but to me they never really seemed to develop their relationship very well, it was like filler episode after filler episode with no real resolve or evolution, certainly not on par with the type of relationship development in say Onegai Teacher.
