1. click on Profile at the very top of the screen. [shows up when you're only in the forum area.]
2. scroll down until you see "Avatar control panel"...and then upload something that fits the exceptions from your computer...

Yes, but bitmaps and gifs are best for making avatars due to the size of the files. If by "bitmaps" you mean "JPEGs", then yes. To be even more specific: GIFs are better for images with not many colors, or large areas of mostly flat colors, and of course they're the only option for animated graphics; JPEGs are better for things like photographs.

Try this.
Open up MS Paint. Then open the file you want to convert. Then click Save as. When it brings up the save window give it a name and then choose a file type from the "Save as type" box right below the name box.
You should then be able to save your pic as a gif or a jpeg.
