I would have to ad another vote for any of the Paopeii from Soul Hunter. And the thing with Nataku is that he was born as the Human Paopeii.

This is also one of the weirdest weapons I've ever seen. I mean even after the knife is inserted it can still talk, and it's dead to begin with.

To add my own choice I'd have to say Tasuki's paper fan from Fushigi Yugi.
Also ( and I don't remember if was used as a weapon or not ) Chiriko's leaf.

The guns in abenobashi episode 6 have some unusual effects.

And of course there's the quirky osaka-style joke, the paper fan.
