Has anyone heard of a manga called "Rapeman"?

I have heard of rapeman of about a year now in an ep of law & order and cant find anything about it. Help me out guys.

Rapeman is an old Steve Albini (Big Black/Shellac) side project, with I believe one album to their credit. But I'm guessing that's not what you're looking for.
