Hey ChronoWraith,
The reason for the two files is that the jpeg will be used to display the logo for the contest. The source is needed if I need to put the logo on things like VCA trophies or t-shirts or something like that. A 130x70 image is fine for display on site pages, but the source can be used to make any arbitrary larger images, especially if the source is vector-based.

vector vs. raster
ok, stupid question: what is raster? also, what programs does anyone know of that are free and mac-compatable that can make vector art?* Whenever possible, use vector art. Vector art scales much better than raster and makes a smaller source file.
Is it against the rules to use bitmapping? I have never used transparency before, so I dont think it would be a good idea to start now...

Any type of general image file (jpeg, gif, etc) is raster. These are images that are represented by a sequence of pixels. If you enlarge a raster image, you see larger and lager pixels (usually as squares).
Vector is different in that it is a collection of mathematical computations that create the image. Flash animation, such as HomeStarRunner, are (generally) vector based. If you enlarge a vector image, the detail remains just as clear at any size with no pixelization. This is why vector art is better than raster art for things such as logo design.
Graphic designers who know that their art may be resized arbitrarily use vector programs such as Adobe Illustrator. If the designer knows that the image will be only one size, programs such as Photoshop are generally fine.
